Jeff is a reliable tweeter who frequently provides accurate info regarding numerous pop stars. The Bieber collab will not be on Red.

EDIT: And the Jeff they're talking about was a close friend who died in fall 2010, right when Speak Now was released. She always used to play songs for him first when she wrote them.
