I honestly don't think that's too bad of a review.
He is paying respect towards her obvious vocal ability but just saying that it gets lost in the very pop-like production. I actually agree with him. The tornado is probably the most country thing about the song. Other than that it sounds nothing like a Country song and seems to have been made for cross-over success. It's not necessarily a bad thing. Basically, switch it around for a second. If Carrie weren't an established, very successful Country singer, this song wouldn't get played on Country radio. If a new or pop artist came out with this, it would be ignored by Country. That's my opinion on it anyway. But because she's Carrie, it will easily hit #1 on Country and ultimately, this one will cross to Pop. And that's the goal. I feel pretty confident in saying that.
I don't think he meant to compare Carrie & Ke$ha vocally, just that she, and other Pop artists use the same kinds of production/auto tune on their songs. Ke$ha obviously could never.
