Wide Open Spaces (song) was very close. When Billboard finally added Country airplay to the charts in December of 1998 the song fell to #3 on Country songs after spending 4 weeks at #1 on Country radio.

Doesn't the chart start from November to November? Then Adele may be top 2 given the fact that it was smashing when the last year end chart was revealed? Her first 4 weeks were huge, unless some of those weeks were in the last year chart.
