Not unless you use specs/band Victini, which is pretty rare because the most commonly used set is scarf, and with the choice scarf set both Brick Break and Focus Miss only 3HKO Heatran (if they're even used on the set, it's not wise to actually use those on a competitive Victini (although Brick Break can be good), but Heatran could hit with Earth Power and Victini would be gone.
