2PM aren't huge at all though in Japan. Their single sales are heavily tied to hand-shake/high 5 events which results in a moderately sized fanbase buying 6 copies of the same CD each. This also explains why their single sales which are inflated by sales tactics are double their album sales. Their lack of popularity is further highlighted by their modest tours but in JYP fashion, their Tokyo Dome date is the only one heard about. They are yet to host a Japanese Tour with more than 8 dates. Furthermore, their concert tickets are sold to anyone. Note, SNSD's tickets are only sold to official, paying, fan club members so the fact that they can sell out a Japanese tour with 100k more attendees, only composed of fan club members further reiterates 2PM's lack of impacTTTTT in Japan who's tickets are available to anyone and everyone.
Likewise, if we look at their digital sales, well there aren't any. They have promoted and been active in Japan, a fair portion of that being in a time when digital sales were still at reasonable levels. This suggests there material isn't making any waves with your average music listener.
Basically, 2PM are making money in Japan but they most certainly are not making waves.
