Oricon started including imports during the 2004 chart year, this is only a list that shows which albums had the most imports that year (the compilation album Queen Jewels by Queen, for example, isn't listed as it was a Japan only release so they couldn't import it). Here's the top 5 from what I can see on the yearly chart:
1. Queen - Queen Jewels
2. Avril Lavigne - Under My Skin
3. Britney Spears - Greatest Hits: My Prerogative
4. Red Hot Chili Peppers - Greatest Hits
5. Britney Spears - In the Zone
I'm only including western releases btw so no 12 Girls Band, Winter Sonata OST etc.
She also had the fourteenth and nineteenth best selling international singles that year with My Prerogative and Me Against the Music, respectively (they both move up a spot if you limit it to western artists).

Import sales are albums imported into Japan from other markets, usually they're from popular international artists. and releases from Blackout onwards already include import sales? Billboard Japan stated Circus sold 150k which is a bit higher from the Oricon figure. that must include digital sales.

iTunes wasn't very popular in Japan until around 2013 and their digital market hasn't taken off until very recently. I'm sure TSC should be there with shipments, though, and if not, the next era should push it past the mark.
Those numbers include import sales. ITZ had one month of uncounted import sales because Oricon incorporated imports in December 2003.
