and why is Roar 8xplat?
Streaming is counted in the certifications. 100 streams = 1 download. Roar has 6 million, so I'm guessing the rest came from 200M+ US streams. I'm pretty sure it has more than that though. It's probably certifiable for Diamond already.

I'm aware but I feel like the TD cert is too high and Roar is too low
Teenage Dream has like 400 million streams MAX and I really doubt 300 million of them are from the US
