Each state in the US has a designated ammount of electoral votes based upon the total population of that state in relation to the rest of the country. The popular vote of each state drives each state's electoral vote. If Obama wins a state in their popular vote, he wins that states total electoral votes. There are 538 Electoral votes. The nominee to reach 270 Electoral Votes wins the general election and become the President of the United States of America

Electoral votes are the votes that matter. The person to receive 270 electoral votes wins. That's pretty much the gist of it. Electoral votes are votes that come from electors and popular votes are votes that come from US citizens.
