Rock Slide, of course. You can invest those in Speed or either Defense, it doesn't really matter. Is this in-game? Because I recommend either a speedier spread (with 252 Spe Ev's instead of HP) or a more specially defensive approach with 160 Hp / 96 Atk / 252 SpD, emphasizing on the latter tbh. But it's your decision really, he's really flexible, I think you can get around with many distinct Ev spreads.

Although it'll be a long time until they test everything, I wonder if most stuff remains banned, will the tier actually see some play in it.
