Clear Channel deals these days (if you are familiar with them) force radio stations owned by them (which is the majority of US radio stations that count for Billboard) to play any song as much as they like even if the DJs or the public don't wanna hear them, e.g. Justin's latest single. Payola basically. Clear Channel has control over what is played.
What happened to Brinty was the revers of that. They had a disagreement over her tour. She chose another tour provider, and in spite, Clear Channel banned her music on all their stations. Back in 2001/2002 there were no digital sales and hardly any physical sales, so Billboard Hot 100 was pretty much = Billboard Radio Song. And with a ban on most stations you almost couldn't chart on BB.
It's not an "excuse" like "Apploss was rush released", "Apploss had no hype" etc. It's a cold truth. All singles from I'm a Slave 4 you to Toxic were affected by that radio ban and either didn't chart or charted very low.
