In general, yes. In this challenge, they will get a 1.5 point reduction if they submit within 12 hours of Citrus' PM. Otherwise, they will automatically lip sync.

In other words, it's possible that someone who submitted on time will fall in the bottom two this episode.
The queens who were late aren't automatically in the bottom, but a 1.5 point decrease in total score is a big deal since the averages usually differ by only like .333. So they'd have to do really well to escape LOW or B2.
