No, that really makes no sense. Had Katy put it on pre-order when Roar debuted it would have done way better. Then, Pepsi confirmed it would be put on pre-order on the 17th. That turned out to not be the case.
But, I never doubt Capitol's decisions. They always win.

The single has been smashing for weeks, that should have built up demand for the album when it finally went up for pre-order, at least for a day. But alas
