Nope, I remember for one of Gaga's singles I think it charted when it was released and Billboard even said something about it. it sold a few thousand copies whatever it was and with airplay it charted.

No. "Monday" releases are always actually around Sunday 11:10 p.m. EST (as with Tuesday releases are same time on a Monday), and the cutoff for a week is strictly Monday - Sunday. You can see in past Hot Digital Songs list when songs released on Monday show like 600 copies from the former week aka those Sunday sales.
