I agree. Rock Airplay, which combines Alternative Rock, Mainstream Rock, and Triple A Rock (each individual chart is ranked by spin), combines the Rock Airplay Charts and ranks them by impressions. The same is true with Latin. The individual Latin Formats are ranked by spins, but the main Latin Airplay Chart uses impressions.
If a chart is based on multiple formats, it's based on impressions. If it's only one format, it's based on spins. I think Country is the only exception to this.
Re: the pop format. Uptown Funk!, See You Again and Bad Blood hit over 19k spins (21k spins on All Stations, and TOL almost reached both), so I think Justin's going to keep going and reach around that point, so it still remains to be seen whether Taylor will eventually pass him or get blocked. Seems The Hills is going to be blocked though unless it gets a sudden surge which may or may not be attributed to the remix versions.
