Promoted tweets are overwhelmingly done from company twitters, but there are some done by celebrities.
If they aren't paying to promote the tweet (which they wouldn't if the tweet is an endorsement), they could tweet from anything. So it's really just guesswork as to whether a tweet is legit or not.

They probably promoted those last tweets to people doing a specific search about it. You only get "twitter ads" when creating tweets with the ads.twitter.com form.
