If you're implying that no effort is being made, I'll just note that you have no idea what you're talking about. I would encourage you to abandon that misguided train of though - you've been here a month, and the admins have been working on our issues for years.

This is a God Damn mess.

Cloudflare isn't the problem in the case of universal outages; in these cases, it's just sending a response to users notifying them of the state of the site. Yes, I'm sure you'd all like to access the site even if it takes forever rather than getting the Cloudflare barrier thrown up in your face when the connection takes "too long" as defined by Cloudflare itself, but the issue is still with the site, the site's traffic, etc.
