You are wrong though. Are you implying that songs like Bad Romance and Since U Been Gone aren't hits? Because none of them hit #1. A lot of factors apply when it comes to calling a song a hit or not:
1. Sales
2. Airplay
3. Longevity
4. Impact
Especially now a days when only streaming can get you a #1 song (a la Harlem Shake). You also have a lot of songs with strong first week sales/airplay which causes for a high debut and later fall of the chart with no longevity whats so ever and are forgotten after a few months. Since U Been Gone and Bad Romance didn't hit #1 but are pop classics that will be more remembered then a majority of the #1's in the 2000s.
The billboard chart can be very deceiving of how well a song really does. For example All The Right Moves and Secrets both peaked at #21 and #18 respectively but both have +2.5 million sales in the US and had a lot of media impact.
Personally for me a song is a hit when a song:
1. Peaks inside the top 20 of the billboard hot 100 (maybe a exception for some songs that just made it)
2. Sells +1 Million records
3. Has a good amount of recurrent airplay
There are a lot of exceptions of songs that look like a flop on paper but where actually a hit in real life.
