And, off the books, my theory is that the scepter enhancement only worked with her and Pietro because their already had the mutant genes, and the gem only fully activated those powers.
Wanda's dormant probability manipulation could explain the bomb not exploting for days and days amidst an ongoing war despite being stablished that the faintest movement could activate it.
