From what I understand the Rolling Effect is when a song started gaining spins and AI on its first when and while there's nothing to compare it in the previous week since it has just been released, the AI and Spins are massive then the next week since they will compare it to the previous week, it would be lower.

That's why big gainers on its first week (You da One, Hold It Against Me, Born This Way etc..) have massive drops the second week.

I don't know but that's my understanding of it

No official date yet. It was expected in March, at first, but I highly doubt it since Chris was still working on it in the studio not long ago.
