Untrue. Even then, that's one thing that they might've changed later on. His leaks were from a couple weeks before the game went gold.
Liu could still very well be unlockable. They've demoed unlockable characters plenty of times before. Quan Chi in MK9, Shao Kahn/Darkseid in MKvDC, Taven & Daegon in MKA, Half the MKD & MKDA roster....
It's a pretty common trend so don't count it out.
Hopefully they bring him back for MK11.
