This is correct. Labels send the songs to the Mediabase Addboard, where the stations can select it. Otherwise the station has to opt to add it.

It's sort of like the difference between someone coming up to you and handing you a copy, saying "here, play this song" versus you seeking it out on your own to play it for whatever reason.
