Completely different? She added in some of the songs from her new album - stage/dancers/intro/outro/most interludes/band were the same..
So I guess Rihanna's Last Girl On Earth Tour change of set list adding LOUD to the tour doesn't count then? Or Lady Gaga's The Monster Ball's revamped shows shouldn't count then and she shouldn't be at number 4 either?
Changing the set list/revamping shows is a common thing in a lot of artists shows - it only becomes a problem when Beyoncé does it
