Where Have You Been is def' going to be a hit, BC is still pounding charts and a video is rumored to be coming soon.
I don't think you can rule her out, she's been selling better than Kelly most weeks and higher on total.
I really prefer to focus on Kelly, in my eyes a week or two and they should announce Dark Side as the official third single or whatever they choose, I can see why they might be waiting for Stronger to fall even more but the album needs a new push, doens't matter if it's a new single or performance.
Though, maybe the new sales is coming from Mr Know It All Country Mix, so it was a smart move to push it out when Stronger is starting to fall, it's filling the gap till the new single is out and give Stronger a time to fall while having something "new" out to keep the momentum
. So it's good RCA are waiting to release DS and instead keeping the hype up with the remix to a new market, which eventually should also pull in new sales 
. And this timing falls perfectly into promoting DS on the last few episodes (i.e. the most watched of the season) of Idol and The Voice, not to mention the regular promotion route since Kelly's nearly done touring and it'll be a little while before she needs to get on the Duets circuit. All impeccably considered timing, imo, by Kelly and her management! 
I hope radio is gonna pick it up.
