A lot of times the commentary is recorded before the actual list is known. They just ask the people (such as Jordin Sparks) to say what they love about the artist and why they are one of the greatest women in music.
Have u ever noticed that on a lot of these all time lists, the commentators say "if this person isn't number 1 ..." They really don't know where the people are on the list.
It makes no sense but I think that is what happened. I think the fan part was a part of the list.
