Katy certainly is not a great performer. Vocals are often shaky and dancing (if there even is any) is horrible.
But she is a much better performer than what most people give her credit for.
Overall I would say her performances are rather forgettable, so I'm leaning towards the answer of "no".

For me, a good performer has to have a good voice and be able to dance and move around. The only time Katy sounds good is when she doesn't move or do anything and not moving and/or doing anything doesn't make for a good performer, so no.

i think it depends, i've seen good performance videos from her tour but on some Award show performances have been bad.

Absolutely not. It's almost tiring to watch her jump up and down screaming the lyrics to Firework. She has the same problem as Rihanna in which they both seem to lack any desire to improve.
