These ppl can be either natives, immigrants who live there for years and years or ppl who came into the country just recently? Hell, it can also be ppl who don't even live in Belgium.
To assume that terrorists target Europe simply because refugees arrived here in big numbers just recently is just spreading paranoia, which is exactly what terrorists want.
There are people who live here for decades who are keen to join terrorist groups.
