I ran into this same problem myself when I was first starting to make gifs. The key is that you use ANOTHER program to actually make the gif (Premiere Pro works wonders if you have the patience to put up with it and learn how to use it) and then use Photoshop as a means of resizing or adding effects to the gif.

Actually, I just tried it with three different mp4 files and it didn't work. Photoshop CS5, in my experience, NEVER allows me to actually create a gif. I either have to use another program to make the gif or take frames out from the video itself and then use them to make gifs with CS5 (as Duca does).
