They havent started filimg yet. Ryan just said that Gaga blocked parts of her schedule to film her scenes. It's not like Gaga is an actor and can film when ever they need her. She has shows and an album to work on while doing AHS.

I think Jessica is doing it because Murder House was present day and it was in 2011 and Hotel is also in present day, so she has to come back as herself. Also even in Freak Show she played her character's early years herself I don't think she'd let anyone play her character.
Since it is present day it is obvious we'll see people from Murder House and Coven. I wish Madison was alive
