TTT is the easily the best promotional track the album can offer, the whole point of releasing TTT before where have you been is to show the albums diversity to attract more people, plus releasing TTT will appeal more to the urban audience. If she releases two big dance tracks too close together people wont be here for that in the long run. Plus WHYB is a guranteed summer smash, she needs to hold it off until at least may.
