It flopped based on what? ~Katy's standards~? Its peak position? No.
You have to consider the circumstances. The song came after Birthday, which despite having very strong radio support, couldn't reach Top 10 on Hot 100. Obviously a song following up an underperformance was going to struggle from the start. It didn't help that radio DJs were refusing to add the song because they wanted "Walking On Air" as a single instead (very unprofessional). But even with minimal radio support, it managed to peak in the Top 25 because the support from the GP was strong. Over 350M VEVO views, over 100M Spotify streams, certified Platinum (coming for 2x Plat), around 700k in pure sales (1.1M WW) for a fifth single following an underperformance (sold about as much as Birthday, too). Plus This Is How We Do spent over 4 months on the Hot 100... that's impressive for such a "low" peaking song.
But sure, let's just judge it on its chart position. Even if we do that, a #24 peaking song that spends 18 weeks on the chart is not a flop by rule, an underperformance at best.
