If too passive means not willing to put more American troops on the ground in combat in the middle East then I guarantee you most Americans would be just fine with being passive.
One thing you can't do is say tht you want a no fly zone and then say you're absolutely against putting more American troops in the middles East. In order to enforce a no fly zone, you have to put troops on the ground to protect then zone which would make our troops vulnerable not to mention the fact that Russia is very likely to violate the no fly zone.
