Yes. it's optional. You can go strictly to the ballot by clicking on "Vote Now."
As far as the old rules, I'm pretty sure voters have gotten away with it, too.

Poor Mad Men with its 0 acting Emmys as of now.
The only other dramas this century with multiple Series noms but no acting wins:
CSI, only nommed a few times for Marg
House, mostly nommed for Laurie plus one Guest nom
MM has dozens of acting noms and so many different people who've lost...
The 90s just had Quantum Leap, which went 0 for 9 with its actors.
Shows with multiple actors with multiple noms this decade, yet no wins:
Mad Men
Girls

the fact that Christina Hendricks and Jon Hamm have still not been awarded is a travesty.
If they let them both leave without an emmy like they did Steve Carrell, i will lose respect for this award show.

I think both Hendricks and Hamm will win but Amy Poehler will be the new Steve Carrell. The good sis didn't even win for Golden Globe writing, such a shame.
