Well when I was growing up, people called into radio stations to request a song and the more people who requested a song meant that more people were listening to that station and wanted to hear certain songs.
The large audience meant that products could place commercials on air and get the audience to listen. THAT is how radio legally makes it's money.
Collecting bribe from certain artists to spin their songs more is a new twist that ruins the balance of things. Now, some songs have no chance of ever getting spinned while others are overspun. Also these days, you almost can't ever get a hit without a Clear Channel deal. I also blame the monopoly that Clear Channel has on radio.
Certain artists like Beyonce figured this out and decided to do things her own way (See 4 snub due to lack of bribe). At least urban radio is still a bit more geniune and relies on actual requests/reactions.
