The server has been like this for a year, and they seem to know why each time yet they are running diagnostic tests to see what's wrong?
The only problem is that whoever works on the server is lazy. It shouldn't take a year to switch, it shouldn't take now to see what's wrong, and you shouldn't be comfortable letting a site as big as this act up like this every 5 minutes.
