Anaconda would need more than 25M, I think. Someone on the previous page said that 5M streams = 100K sales = 75M Radio.
If Shake It Off got around 5-10M US streams that would be equivalent to 100-200k in sales (Let me use 150K to be fair). Plus say 75M radio post RE which is another 100K added to the 540k sales. The total would be around 790K.
Anaconda is estimated 110K in sales and had around 28M radio, which is let's say, around 35K. That leaves 645K left in stream sales equivalents to match Taylor. 35M streams would give it 700k using the Hot 100 formula, added to the 145K from sales and radio it would bring it to 845K, enough to snatch #1. So really Anaconda needs 33-35M US streams to guarantee that position, which isn't really that likely. But, who knows?
All of this may be wrong, I'm new to this and still trying to make sense of the radio, rolling effect, streaming etc. thing.
