There's no such thing.
Raqqa was a very westernized city, vibrant and full of life before ISIS subjected its people to terror and control.
They are everywhere, and permeate the civilians within their ranks forcefully so innocent people, and innocent children praying everyday to not be killed will be murdered regardless in Raqqa by these attacks.
I agree retaliation is necessary and for the IS to be stopped but my heart aches for the war-ton country they've infected, and reduced to rubbles.
Syria is so ravaged, the people have to fend off the Taliban in the North, in the center Al-Assad regime will reduce Damascus to ashes before giving control and elsewhere the IS continues to spread and murder aimlessly.
You add the rest of the world bombing them too, I can't help but pray for them and hope those who managed to flee find refuge.
