No promo isn't much of an excuse. Chillin' got to #12 or #13 in the UK with no promo whatsoever and with no one really knowing who Wale was.
For Your Entertainment by Adam Lambert is only at #59, I though it'd do well here because that sort of thing is very popular but I guess it just hasn't had the airplay
Ridin Solo by Jason DeRulo at #11 and Try Sleeping with a Broken Heart at #17
Despite the fact I don't think Jason DeRulo has ever done a scrap of promo over here. I also love how Alicia Keys went on X Factor a year ago and played her piano and now she's the best thing since sliced bread and probably more successful at the mo than she is in America
