Anytime before HRC assumes office. Nominations are like legislation and only expire at the end of a Congressional term. We're in the 114th, which runs right up till inauguration. Other than that, nominees can only be recalled by the President, voted upon, or the nominee drops out or passes away (which actually happened fairly recently).

I like her but this campaign did a lot of damage to her image.

Because of the relatively new 24/7 news cycle people have very short attention spans and are quick to forget things. This election is a prime example of that.

If she does well or at least somewhat exceeds expectations she'll be OK. I don't think a lot of the stuff that has come out will still be hanging over her head in 2020 but people do also have a very strong dislike for her so she's going to have to work really hard at gaining people's trust, we'll see.

Mhm, I was generalizing a bit since they're both in January. There's a 17 day window for them to get it in before inauguration if they feel so inclined, I just don't particularly see it happening since it so blatantly reveals that they only blocked because he was a liberal's appointment as opposed to waiting for the electorate to have its say.
