I would make the argument that radio stations' playlists are not arbitrary in the least. Program directors (PDs) set playlists that cater to their local area- for example, the pop stations in Detroit play more rhythmic music than the pop stations here in Boston probably because rhythmic music is more popular in Detroit. Additionally, callout scores and online/Twitter requests influence a station's playlist. It's not just some execs who are deciding what will be an airplay hit and what won't be.

Still, it's been well documented what shady and borderline unethical backdoor practices
iHeart uses with regards to playlisting. They've been hit with multiple (unsuccessful) antitrust lawsuits in the past because they have a near monopoly over Top 40.

I was actually thinking of precisely this. I'm not a fan, but Fifth Harmony has easily one of the most rabid fan bases I've ever seen when it comes to requesting and social media stanning, yet radio continues to pay them dust. Granted, I don't think any of their songs to date have received particularly good callouts (I don't know about Worth It though).
