Céline also tours incredibly well. The only people who drag her are Madonna stans and it is only because she doesn't write her own music (yet still manages to be the second highest selling and grossing female artist in history without royalty checks).

It doesn't matter if Celine and Mariah have recurrent airplay or not. Celine will always be remembered by future generations because of Titanic and My Heart Will Go On just like Mariah will be remembered because of AWCIY. But Celine also has a couple of hits that are still played and known by many people in Europe (idk about Mariah's hits in US)
Because Celine doesn't have recurrent hits in America, as Mariah doesn't really in Europe.
