Can someone explain to me how the radio works tho?

Because i listened to my pop station today and for the pass 2 hours they haven't played Work but played Adele's When We Were Young over 3 times.

And Work is at a higher position than WWWY.

If it's #2 on spotify, and #5 on iTunes (probably #3 in 24hrs), what position is it on radio? Should the navy be requesting the song to be played on the radio? Because it's #7 on BB100 rn, and wouldn't radio help it's position?
