No, it doesn't. I grew up with of poor people (I went to a state school) who definitely weren't/aren't chavs. Does it describe a specific stereotype? Yes. A stereotype you can break out of/aren't born with? YES.

Wealth and class aren't to be conflated, they don't necessarily mean the same thing. It's an offensive term. What has Jessie done thats actually 'chavvy' ? She has a thick Essex accent ? What else ?

I think nouveau riche is gross too.

And it's not as simple as "ok, going to get up and change everything about me!" Stereotypically 'chavvy' behaviour is more often than not a result of a group of disenfranchised young children being exposed to bad influences, and then being told by society all they ever will be is a chav.
