Which is why I get annoyed whenever people are like Uncle & Birthday > TIHWD (in terms of success). If you're a surface level chart freak then yeah, but the "success" both of those songs received was entirely industry-driven, be it promo, airplay or hype. I like both songs a lot, but without the amount of effort that went into making those songs "hits", they wouldn't have gone Top 40.
TIHWD was the opposite; the GP responded well to the carefree nature of the song, yet for whatever reason it didn't get near as much industry support (promo, airplay or hype) as those others, which is why it missed Top 20.
If you asked non-stans who didn't know anything about the charts, I almost guarantee you that they'd assume TIHWD was a bigger chart success than Unconditionally or, especially, Birthday.
