It's not that easy to take control over an adult, specially when there was no medical proof she was out of control. And I believe there wasn't.
I know that cause my family had to put my grandpa under a conservatorship thing because he was unaware of everything surrounding him due to medical illness and despite many medical records of his condition it was still not easy. He had gone kinda crazy really and he still tried to do his things normally, like going to the bank, taking loans and ****, my father and my grandma had to intervene, but it took months for it to actually pass legally.
