Like Starstruck already told you, those are IFPI awards that represent the sales from a whole region, in this case Europe. And no, certified units from European territories aren't double counted, if it's too difficult for you, you can always grab a calculator and let it do the simple math for you.
HC has sold 4 million worldwide as confirmed by multiple sources, it reached 3/3.5 million during its chart run, so next time inform yourself before saying dumb things little monster. Google is there for you to use.

Nobody answering my question  The question is what countries is IFPI counting for that extra 1 million? You aren't selling 1 million albums in places like Croatia and Crete  For example, in TFMs sales it doesn't include the 3 million "Europe" IFPI reported in its total. If it did, it'd be at like 17 million and that's way overestimated.
I think that Europe certification double counts countries in a "summary" of the entire region minus France & the UK. Idk could be wrong

HC certified units stand at 2.35 million. 1 million from Europe + 1.35 million from elsewhere. If I double counted European territories like your trolling self is implying the certified units would stand at 3.5 million instead. Keep in mind certified units and estimated sales are two totally different things.
The Fame's certified units stand at 9.9 million (3 million from Europe + 6.9 million from elsewhere). Nowhere near its overestimated sales of 14 million. The problem is you're mixing certified units with estimated sales in a failed attempt to "shade" HC sales. Like someone already said, nice try but NO.

Stay on topic. TF's award for 3 million was an example not something to argue over. And it's certified sales are 13.1M alone. Look it up.

Nah, you're confused.
If you do:
United States (744,000) + Japan (252,520) + Canada (120,000) + Mexico (80,000) Australia (70,000) + Brazil (60,000) + Argentina (40,000) + Chile (5,000) = 1,371,520 + Europe (1,000,000) = 2,371,520.
This total= CERTIFIED SALES: 2.3 million (Number from the OP).
As you said, Europe = UK (335,523) + France (240,000) + Germany (200,000) + Italy (70,000) + Russia (60,000) + + Spain (40,000) Denmark (30,000) + Switzerland (30,000) + Finland (20,311) + Sweden (20,000) + Austria (20,000) + Poland (20,000) + Portugal (20,000) Greece (15,000) + Ireland (15,000) + Hungary (6,000) + Turkey (3,000) = 1,144,834. (Keep in my mind the IFPI certification is outdated, thus lower than the actual european number).
It wasn't double counted:
-You either take IFPI's number and you get 2,371,520 certified sales
OR
-You do the total of Europe and you get 2,516,354 certified sales.

It's just an award for cumulative European sales. However, just because an album has received the IFPI Platinum Europe Award does not mean that it sold only 1M copies in Europe. It could certainly be somewhere above 1M, perhaps 1.5M or higher, but not enough to receive 2X IFPI Platinum cert (which is likely the case w/ Hard Candy).
