It's all optional but I know that in some cases newer players get a bit confused on some aspects of writing and the mentor system would be pretty good for them in getting more of a helping hand before judging takes place, also many players tend to swap entries and give each other criticisms and while I doubt anybody sabotages eachother, mentors are a good way to get no bias criticism you can trust. But it's totally down to choice
