Well, they are objectively mentally ill (not all mental illnesses are the same). But they still have a fairly firm grasp on reality and are definitely responsible for the choices they make (whether it's actually abusing children themselves or collecting child ****, which is abuse from others). The mental explanation provides a comprehensible motive, but is nothing at all resembling a justification for their actions (sorta like with psychopaths). A person can definitely choose not to do those things. The only time I think mental illness is a justification is in a case like schizophrenia, where the person has no understanding of what their actions truly mean
As for treatment, I think just about any mental illness can be somehow treated. Though I do not think we are at a point right now in society to effectively treat even one pedo, let alone all of them. I think running various psych studies on convicted and arrested ones could honestly prove very helpful

This. He isn't just someone with a mental disorder who never acted on it. While as far as we know he hasn't actively harmed another person directly, possessing this stuff enables it to continue and does do harm for the reasons Seba said
