They are a sales estimate. It's not perfect because it doesn't catch weeks where songs sell 300K+ and it doesn't catch the overall fluctuation in the market (some weeks overall sales are higher than others).
I agree, it should not be decreasing so soon after its release. Especially seeing as it's gaining audience at radio so quickly, demand for the song should be increasing.

It's just this guy's voice that nauseates me. I also hate Billionaire and Nothin' On You.
