Looking at the Rap/Sung category for last year, I don't even think it's necessarily a rule change, more of a conscious decision to focus on the Rapper - "Song (feat. Singer)" format because that's how all the nominated songs were then. They haven't crowned a Singer - "Song (feat. Rapper)" format song as a winner since 2009 so it's unlikely to change now.
