Have you seen the film? The whole thing is about torturing the victims, and audience, slowly. The two boys are psychos who are playing a game. Nothing more needs to be said about it qualifying as a psychological horror film. It's one of the most lauded of all time. Take a look at its wiki page (which I just did and I was confirmed correct), or google it with the term "psychological" and get back to me.
I HAVE seen it. And fair point I suppose, I guess I tend to think of psychological horror as a bit less... serial killer-ey, but you actually make a good point. Especially since a big part of that movie is that the audience is complicit
